The Morris Plains Animal Licensing Ordinance reads as follows:  No person shall own, keep or harbor any dog within the borough without first obtaining a license therefor, to be issued by the Borough Clerk or other official designated by the Council upon application by the owner and payment of the prescribed fee, and no person shall keep or harbor any dog except in compliance with the provisions of this Article
